PVIP Requirements
A “Residency by Investment” program enabling foreigners to invest and live in Malaysia for 20 years, with the possibility of extending for an additional 20 years.
Malaysia’s Premium Visa Programme (PVIP)
Effective October 1st, 2022, Malaysia invites affluent foreigners to apply for the Premium Visa Programme (PVIP), a “Residency by Investment” initiative that grants the opportunity to invest and reside in the country for 20 years, with an option to extend for another 20 years.
There are no age limits for principal applicants.
PVIP participants are not required to maintain a minimum stay or physical presence in Malaysia.
Participants can work, run businesses, study, invest, and purchase properties (subject to state laws) with the same rights as Malaysian citizens.
The PVIP is valid for 20 years, with an option to extend for another 20 years before expiry (20+20 years).
Participants can bring their spouses, children, parents, in-laws, and domestic workers as dependents, subject to existing immigration laws.

What is the Malaysia Premium Visa Programme (PVIP)?
PVIP Malaysia is a long-term residency visa that enables investors, entrepreneurs, and foreign talents to live and work or study in Malaysia for up to 20 years.
What are the benefits of PVIP?
- No age limits;
- In the form of approval for up to 20 years with Multiple Entry Visa (MEV) facilities;
- Exemption of minimum staying requirement;
- Participants are also allowed to work and carry out legal business activities in accordance with the laws of the country;
- Permission to study;
- Permission to purchase real estate for residential, commercial or industrial purposes;
- Conduct active investments in permitted fields; and
- Participants can be accompanied by spouses, children, parents and foreign domestic helpers.
What are the application requirements?
- Earn an offshore income of RM40,000.00 per month or RM480,000 annually;
- Open a fixed deposit account of RM1,000,000 with a licensed bank in Malaysia;
- To pay Participation Fees (RM200,000 for Principal and RM100,000 for Dependents); and
- All applications are required to be made through an authorized agency appointed by the Immigration Department of Malaysia.
Can I work in Malaysia, any limitation?
Yes, visa holder can work in any company in Malaysia without applying an extra employment pass, no limitation as long as it obeys Malaysia’s law.
Will my dependants enjoying same benefits as Principal?

Can I / my dependants study in Malaysia?
Yes, visa holders can study in Malaysia without age limitation and applying an extra student pass.
What happens when my dependants reach 21 years old?
They could top up RM100k participation fee to become a new Principal if they wished to continue using PVIP visa.
What are the financial criteria?
- To provide bank statement(s) showing proof of having an offshore income of at least RM 40,000 monthly, or RM 480,000 annually.
- To have a fixed deposit account of RM 1,000,000 with no withdrawals allowed on the principal in the first year.
- To pay the participation fees of RM 200,000 for the Principal Applicant and RM 100,000 for each dependant upon application submission
Is partial withdrawal from the fixed deposit allowed after one (1) year from the date of the first PVIP endorsement?
Withdrawal of 50% from the fixed deposit after one (1) year is allowed with a letter of recommendation from the Immigration Department for the purpose of real estate investment, medical and educational expenses only.
Can I use the RM 1 million investment to invest in property instead of pledging as fixed deposit with bank?
Cannot, the RM 1 million must be placed as fixed deposit in the bank with no withdrawal allowed for the first year. However, you can withdraw RM 500,000 after a year, it could only be used for medical, education and purchasing real estate purposes. Interest issued by bank are allowed to withdraw for daily use.
How do I submit my application?
All applications MUST go through an appointed PVIP agent registered with IDM.
Must I contact A PVIP agent?
Yes. Applications can only be process by an appointed PVIP agent who is registered with IDM. A list of appointed authorised agents is published on the IDM website.
Is the Certificate of Good Conduct (CGC) by Wisma Putra, Malaysia accepted?
Yes. The Immigration Department accepts the Certificate of Good Conduct issued by the Ministry of Foreign Affairs Malaysia for those who have resided in Malaysia for one (1) year and beyond. Kindly contact them via https://www.kln.gov.my/
If I have dual citizenship, do I have to provide a letter of good conduct for both countries?
No, only must provide a letter of good conduct from the country that you are currently residing in.
Will I lose my current citizenship when applying for PVIP?
No, you won’t lose your citizenship as this is a visa instead of citizenship application.
What is the definition of dependant(s)?
Dependant(s) are as follows, and the pass is issued to the person who is related to the Principal Applicant:
- Spouse(s) of Principal Applicant;
- Child(ren) below 21 years old (biological / stepchild / legally adopted) of the Principal Applicant;
- Disabled Child(ren) regardless of age (provision of a letter of confirmation from a medical specialist / general practitioner);
- Parent(s) and in-law(s) of the Principal Applicant.
Can I bring my foreign domestic helper?
Can I register company in Malaysia?
Yes, visa holders allowed to register 100% foreign-owned company in Malaysia.
Can I become director of the company?
Yes, visa holders allowed to hire themselves as company director instead of hiring local director.
What is the company tax rate in Malaysia?
Company tax rate will range in between 17% – 24%
Is income generated overseas taxable in Malaysia?
Income generated outside of Malaysia will not be taxed, as Malaysia had double tax agreement (DTA) with multiple countries to avoid double taxation.
